Filtering and labeling of excluded users

Description
Please, edit naming on filter on list of users for excluded users. Now excluded users filtered out as inactive users + inactive state, which is confusing.
It will also be useful, if excluded users will have orange excluded label on list of users, instead of grey inactive label.
(both feedback from customer)

If i understand it right, do you want to rename identity state 'disabled' to 'excluded' on frontend?
You have right, identity state 'disabled' is synonym for an 'excluded' identity in app (https://wiki.czechidm.com/devel/documentation/identities?s[]=identity&s[]=state#identity_state).

I've changed localization and label (warning) for identity state 'disabled' to 'excluded'.
