Empty role request is created when trying to add non-existent role

Description
When I open a new request for a role change of any user, click "Add" and type a name of a role that doesn't exist in IDM and click "Set" new concept is created as many times as I click on "Set" button. The modal stays open and validation message is shown correctly but concepts are already created.
