Check for second password doesn't work

Description
When user put new password in reset form and type the second one password. The validation doesn't compare password and the validation doesn't matter. See gif:
Affected version: 1.4.0 but probably all

I think the password and recaptcha components should be fixed in core too (isValid, setValue).
