Update monitoring and backup strategy

Description
First versions of monitoring and D/R strategies were realized in #441 but were never moved to the official wiki.czechidm.com.
It is necessary to move them and update them from the 7.x versions of the product to be relevant for 9.x versions and their deployment instrustions.
Original versions moved to new wiki (those need to be updated):

Zdenek created new repo on github ( https://github.com/bcvsolutions/czechidm-monitoring ) where we can store related scripts/stuff.

Updated monitoring page as: https://wiki.czechidm.com/priv/navrh/server_monitoring . After that GPL-licensed script is moved to the repo, this page can be made public.

I deleted original articles that were copied from idmng wiki.
