Upload profile picture from IE or Edge not working

Description

When you try upload profile picture from IE or Edge, when you click to "Ořezat a uložit" nothing happen.
In browser console there is an error - SCRIPT438: Object doesn't support property or method 'toBlob'

This method is not probably supported in these browsers according to quick google search. But there are probably some solutions to it.

Tested on projspec env and on our demo both version 9.4.0

IE version - 11.1.17134.0
Edge version - 42.17134.1.0

I've fixed image cropper for IE and Edge - method 'toBlob' is not available here.
