Dashboards without data are hidden now:
- LRT
- Requests for change roles
- Assigned tasks
- Requests on virtual systems

I did review and this feature works correctly.
Improvment for next version: I have only one UX problem. If all tables are empty, then only uncolored buttons are rendered and in this case is dashboard very sad.
