Description

Role request created by admin for user went to helpdesk for submit, but admin still can add roles even when request is not on him.
I, as admin, can modify role request by clicking on role's detail button (maybe you must try to change role in selectbox) and then i can add more roles.

I fixed both issues:
- form is readonly for admin, when request is not on him. Submit buttons are not rendered too.
- pairing added roles was fixed - change currently added role works now.

Works, I tested with approving with helpdesk and identity logged as Administrator and I'm not able edit role request. Thanks for fix this.
