Workflow - Create method for get managers

Description
- Now we don`t have method for get manager from PPV (IdmIdentityWorkingPosition).
- In workflow "changeIdentityRoles" and task "managerTask" is hard-written as assigen user "admin".
- In this task will be called method gived array of mangers (splited by comma).

I tested it. Method in WF works fine.
- Please add variant for situation when user don't have any managers. In this case will be task assigned for all users with role "SuperAdminRole". Method for return this is done.

- To method findAllManagersByUserPositions was added manager when nobody was found.

Method works fine, but I found problem with get user's positions (need ADMIN permission for READ). More in #127.
