Description
Wiki documentation - merge admin and devel documentation in "new" tree (devel:documentation). Signpost with both admin and devel links (e.g. signpost synchronization - a little introduction and links to admin guide/tutorial and then devel guide/tutorial).

I moved all topics from devel:dev and devel:adm to devel:documentation and modified signpost's links

i look into every page in devel:documentation and i fixed all broken links, a few links were tricky (when it was pointing to navrh:... or something like that-'long non existing page')
and i fixed all links with absolute path (which pointing to devel:dev:) to relative.

ok so i finally had some time, so i edit few pages (conventions, quickstart, security), edited to new style.
Please look on this, i think transformation of wiki is done
